Who is responsible for fire safety on construction sites?
Is fire safety required on construction sites?
Yes. Construction sites must have a suitable fire risk assessment and appropriate measures to protect workers, contractors, visitors and nearby members of the public. This includes safe escape routes, fire warning arrangements, suitable firefighting equipment, emergency procedures and controls for ignition sources and combustible materials.
What are the UK regulations on fire safety around construction sites?
Construction fire safety duties are governed by several requirements, including the Regulatory Reform (Fire Safety) Order 2005 in England and Wales and the Construction (Design and Management) Regulations 2015 across Great Britain. HSE guidance HSG168, Fire Safety in Construction, also provides detailed advice for clients, designers and construction teams. Requirements may differ slightly between England, Wales, Scotland and Northern Ireland, so project-specific advice should be obtained where necessary.
The HSE confirms that the Regulatory Reform (Fire Safety) Order 2005 sets out the law on general fire safety at construction sites, and that the principal contractor will usually be the Responsible Person in control of the site.
